this bug has already been fixed in 2.0.9 which was released yesterday. When
pressing OK in the preferences dialog the user input is now validated.
A debian package is already available in unstable.

> Bug in Gramps 2.0.8 (Debian Package 2.0.8-5):
> "I%d" in preferences for GrampsId doesn't work:
> TypeError: not enough arguments for format string
> The default "I%04d" works.
> Workaround: "I%1d".
> Also the error isn't caught properly. I get a stack trace on the console
> instead of a message in the user interface.
