does gedcom export have a bug?

Several times today I exported my gramps data to GEDCOM... and every time Gramps tells me that it will be exporting 233,023 people. But then when I import the gedcom into the other programs (tried several) there are only 139,306 people! (I know that the programs that I'm using for the gedcom import are not at fault -- as well, the gedcom ends with TRLR.)  Any idea what might be happening?

If you haven't tried this already; what do you get if you import the
GEDCOM into a new empty Gramps tree?

Preview Filter button did it.  I just thought the default setting would be all people (the number at the top of the # column)... assumed wrong. :\  Thanks for the help.
