You cannot transfer your grdb file to another machine or even user
account, because it's not portable. You should first export your data
to GRAMPS XML format (.gramp) and then import it into a new database.

P.S. Please upgrade your GRAMPS. The current version is 2.2.8 and
quite a lot of bugs have been fixed since 2.2.3.
