updates to libsubstring.py

I have made some updates to libsubstring.py that I still need to commit.  But there are new features within that also need to be documented.  Can I update the 3.4 documentation or wait for the next set?

Dear Craig:

My suggestion would be:
1) Nothing new in gramps34, but only bug fixes and no new strings to
be translated!

New features need to go into trunk so that there is plenty of time to
work it all out and for translations to be done...

I might be wrong, but Gramps-3.4.0 release is on the door steps now!

No new translations in code.  Only the user manual needs to be updated with the 2 new features. and the 1 bug fix.
